Purpose: Research in "Innovations, Best Practices, and Distinctiveness in Higher Education Administration" through case studies of universities aims to identify novel approaches, successful strategies, and unique initiatives implemented by higher education institutions. By analyzing these case studies, researchers can uncover innovative practices that contribute to institutional excellence and effectiveness in administration. Ultimately, the research seeks to disseminate valuable insights and lessons learned to improve higher education administration and foster continuous improvement across universities. Knowledge Management Maturity Model of Higher Education Based-on Quality Culture and Human Resource Management Practices

There are 2 main important things to improve knowledge management maturity (KMM), namely organizational culture and proper HR management. There are no studies on human resource culture and management that are specific to increasing KMM in tertiary institutions. Empirical research on the influence of higher education quality culture as a goal of implementing the Internal Quality Assurance System (SPMI) on all tertiary institutions in Indonesia and the influence of HR management on KMM is still very limited. This study aims to develop a model for improving KMM in Indonesian universities through the implementation of a quality culture and human resource management. The analysis was carried out with a structural equation model (SEM). The results showed that quality culture had a positive and significant effect on human resource management practices, but had no direct effect on knowledge management maturity. Human resource management practices have a positive and significant effect on knowledge management maturity. The results of this study prove the importance of the quality culture of higher education in developing mature knowledge management, through human resource management practices.

Assistance in the Implementation of the Internal Quality Assurance System

This study aims to map one of the internal quality assurance programs in an effort to improve the quality of schools seen from the 8 National Education Standards (SNP), the ability of school residents to carry out 5 cycles of the Internal Quality Assurance System (SPMI) at SMP Islam Cikal Harapan 01 and SMP Islam Cikal Harapan 02.  Data collection techniques in this study were through questionnaires, interviews, observations, and discussions.  The results showed that there was an increase in the ability to understand and implement SPMI at SMP Islam Cikal Harapan 01 and SMP Islam Cikal Harapan 02, East Jakarta.  In the percentage value of quality mapping, there was an increase from 2.51% in the Pre Cycle phase to 4.21% in the first cycle phase, and the second cycle, namely quality fulfillment planning, an increase from 2.76% in the Pre Cycle phase.  The results of the second cycle are quality fulfillment planning with a value of 3.87%.  From the percentage value of the third cycle of quality fulfillment implementation, there was an increase from 2.4% in the pre-cycle phase to 3.2%.  From the percentage value of the fourth cycle of monitoring and evaluation of the implementation of quality there was an increase from 2.7% in the pre-cycle phase to 3.8%.  From the percentage value of the fifth cycle of the new quality strategy, there was an increase from 2.42% in the pre-cycle phase to 3.52%. The implication of this research for the mentoring activities carried out by the abdimas team of Unindra PGRI Jakarta is that this mentoring activity can be carried out further by involving all school members.  This is needed to be able to improve the quality of education in the two schools.

THREE OBSTACLES OF INTERNAL QUALITY ASSURANCE SYSTEM OF PRIVATE HIGHER EDUCATION IN INDONESIA

Objective: The implementation of internal quality assurance in higher education faces many obstacles.  This research is focused on the obstacles of implementing the internal quality assurance system in Private higher education. Internal quality assurance system is a system carried out by universities independently.   Method: The approach used in this research is qualitative with case study method. The case studied is the obstacle to the implementation of internal quality assurance system. Data collection uses combining an internal document review with semi-structured interviews. The qualitative interview data were subject to thematic analysis, a method for systematically identifying, organizing, and offering insight into patterns of meaning across a dataset.   Result: In terms of administrative obstacles, it was found that the internal quality assurance agency at Puangrimaggalatung University only had 62.5% of standard documents. The organizational constraints found include 1) Limited understanding of internal quality assurance system only for structural officials, not for all but not for all stake holders in tertiary institutions. 2) Difficulties in determining measurable indicators of successful implementation of the internal quality assurance system, and 3) Unclear responsibilities among various structural positions resulting in overlapping of authority, which complicates internal quality assurance system implementation. In terms of psychological constraints, data is obtained in the form of neglect, disdain or cynical attitude towards quality assurance systems and processes.   Conclusion: Based on an in-depth study of the data that has been collected, it is concluded that the implementation of the internal quality assurance system at private universities is going well however. there are obstacles in 3 areas, namely 1) Administrative obstacles 2) organizational obstacles and 3) psychological obstacles.

Model Pengembangan SKL Berbasis SPMI untuk Meningkatkan Mutu Pendidikan di SDIT Nurul Ishlah Kota Banda Aceh

This research aims to develop SKL (Graduate Competency Standards) based on SPMI (Internal Quality Assurance System). This research was conducted at Nurul Ishlah Integrated Islamic Elementary School in Banda Aceh City. This research uses the Research and Development (R&D) method, which is a process or steps to develop a new product or perfect an existing product. The data collection techniques used in this study were through observation, questionnaires, and interviews. Data analysis was carried out descriptively to obtain data on SPMI-based SKL. The results of the study proved that the SPMI-Based SKL Development Model to Improve the Quality of Education at SDIT Nurul Ishlah in Banda Aceh city, which was compiled by the school in addition to referring to the Minister of National Education Regulation number 20 of 2016, also refers to the quality standard curriculum of Integrated Islamic Schools (SIT) which is then used as Quality Assurance for graduates at SDIT Nurul Ishlah, involving 2 categories, namely akhlak karimah (prayer with awareness,  fond of reading the Quran, devoted to parents, discipline, confident, polite and polite, clean and healthy culture, honest) and optimal academic achievement (tartil reading the Quran, complete the field of study, memorize the three juz of the Quran, communicate well and read effectively

Integration of Strategic Management and SIJAMIN Application in Improving the Quality of Higher Education

This research aims to analyze the integration of strategic management using SIJAMIN to conduct internal quality audits (IQA) at Universitas Malikussaleh in Lhokseumawe. This research used a qualitative approach with a descriptive method. Data collection techniques through observation, interviews with the Head, Secretary, Head of the Audit Center, and Accreditation Supervisor of the Learning Development and Quality Assurance Institute (LP3M), and documentary analysis to examine and evaluate the 2020-2024 Strategic Plan. This data analysis technique used interactive model analysis. Research validity was ensured through data triangulation, utilizing multiple data sources to guarantee the accuracy and reliability of findings. The results indicated that strategic management was implemented using the SWOT analysis model. The University's strategic plan for 2020-2024 focused on the policy of independent learning as a guideline for human resource development, considering global trends such as technological advancements. SIJAMIN is one of UNIMAL's missions in the technology field and is used to implement the Internal Quality Assurance System (SPMI), held annually in the form of internal quality audits (IQA). The application of SIJAMIN in the 6th IQA cycle showed that it could facilitate real-time data-driven decision-making, improve operational efficiency, and strengthen coordination among units. Additionally, there was progress in achieving strategic goals and enhancing the quality of teaching, research, and community service, with the expectation of achieving excellent accreditation. In conclusion, integrating strategic management and implementing SIJAMIN is a practical strategic step in improving the quality of higher education, particularly at Universitas Malikussaleh.

Mewujudkan sistem penjaminan mutu internal berkelanjutan melalui pendampingan audit mutu internal

The Internal Quality Assurance System is a reference for universities to better manage and organize higher education, prepare students to compete at the global level, and make a greater contribution to the local community. Bumi Sebalo Management Academy Bengkayang faces challenges in implementing the Internal Quality Assurance System, such as a lack of understanding of the Internal Quality Assurance System concept, limited human resources and infrastructure, low commitment to quality culture, and not yet having a certified internal auditor. The purpose of this community service assistance is to support the implementation of the Internal Quality Assurance System through the second cycle of Internal Quality Audit using a Participatory Action Research approach consisting of the identification/assessment stage, planning, program design, implementation, and monitoring, and evaluation. As a result, Bumi Sebalo Management Academy Bengkayang successfully implemented the control cycle and can continue to the Internal Quality Assurance System improvement cycle. This is evidenced by the support of the Organizing Board, college management, the involvement of the entire academic community, and the preparation of the second cycle Internal Quality Audit report. Internal Quality Audit assistance is very useful in realizing a sustainable Internal Quality Assurance System at Bumi Sebalo Management Academy Bengkayang

Internal Quality Assurance System to Improve Lecturer Performance and Its Relevance to Education Quality at ITB Swadharma

To improve teacher performance and education quality at ITB Swadharma, this research explains the Internal Quality Assurance System (IQAS). The qualitative case study research focuses on ITB Swadharma's Quality Assurance Institute (QAI). Data collection methods include direct observation, document and archival searches, and interviews. The research shows that IQAS at ITB Swadharma improves education through research and innovation. ITB Swadharma can improve inclusivity, relevance, and comprehensiveness by focusing on program evaluation, student empowerment, technology implementation, industry collaboration, internal quality monitoring, stakeholder engagement, and best practices adoption. The institution can better adapt to education sector and student needs with IQAS. ITB Swadharma can improve educational quality by incorporating students, alumni, staff, the local community, and industry partners. According to ITB Swadharma's QAI's academic and quality documents, the IQAS Cycle implements IQAS policies and ideas. Leadership commitment, auditor shortages, and IQAS routineness are issues. Quality assurance expertise, auditor training, and a culture of quality assurance address these issues. The results of annual IQAS examination are used to promote quality. Quality management criteria from the National Accreditation Board for Higher Education (BAN PT) and the Independent Accreditation Agency (LAM) influence IQAS implementation.

MANAGEMENT PROCESSES AND SYSTEMS OF INTERNAL QUALITY ASSURANCE OF EDUCATION IN PRE-SCHOOL EDUCATION INSTITUTIONS DURING MARTIAL STATUS

This article addresses issues related to the challenges of organizing management processes and internal quality assurance systems in preschool education institutions within one of the districts of Kyiv during martial law. The study focuses on the implementation of educational processes from the perspective of a kindergarten director. Specifically, it discusses matters concerning child safety, psychological support for teachers and children, adaptation of the learning process to new conditions, collaboration with parents and inclusive resource centers, the importance of teachers’ professional development and readiness to work under difficult circumstances, and changes in the composition of the children’s group enrolled in the educational program. The authors analyze the situation existing in preschools and propose some recommendations for organizing management processes, including the establishment of an effective communication system and involving parents in decision-making processes. All the research findings and recommendations are based on the practical experience of directors in managing the quality of education during martial law. This article can serve as a valuable source of information for preschool directors, educators, and researchers interested in issues related to managing the quality of education during martial law.

Implementation of Quality Assurance Management Basic Education (PAUD) in Indonesia

Early childhood education has a strategic role in human development. Therefore, quality education is needed. This study aims to determine the implementation of Early Childhood Care and Education (ECCE) / (PAUD) quality assurance management in Indonesia. A qualitative approach is carried out using the literature review method. The results show that implementing primary education quality control (ECCE) in Indonesia is crucial in ensuring a bright future for Indonesian children. In addition to the External Quality Assurance System, such as accreditation is also known as the Internal Quality Assurance System. Until now, SPMI has only been carried out at the Primary and Secondary Education and Higher Education levels. Until now, quality assurance has only been managed externally at the ECCE level, namely through BAN PAUD. As for the PAUD unit itself, there is no formal legal oversight of the implementation of SPMI. So we can see how the quality of ECCE in Indonesia until now is still very far from expectations.

Features of functioning of higher education institutions under martial law through the prism of quality assurance of professional training of future specialists

The paper deals with the peculiarities of functioning and quality assurance of educational activities of higher education institutions under the conditions of the legal regime of martial law. It was found out that the educational sector has suffered devastating consequences as a result of Russia's full-scale invasion of Ukraine, which consist in colossal losses, material damage and intangible harm, which negatively affects the quality of educational services, and therefore the future professional and scientific potential of the country. The article has outlined the main challenges facing the system of higher education as a result of Russian aggression: destruction of educational infrastructure, a marked limiting of funding, shortage and a sharp reduction of personal potential, decrease in the number of the contingent of applicants for higher education, loss of educational management in the territories that are under temporary occupation or are in the zone of active military operations. The institutional and normative support of the educational process under martial law has been disclosed. According to the key research results the main priorities of higher education institutions in the conditions of war are the creation of a safe educational environment, the introduction of innovative approaches to the organization of the educational process, psychological support for participants in the educational process, the restoration of educational infrastructure, the continuation of intra-system transformative processes in the organization of the educational process and qualitative transformations in the system of internal quality assurance for the provision of educational services to future specialists. Reached conclusions are based on the main transformational changes in the activities of higher education institutions and also on key challenges and ways to overcome them in the context of ensuring the quality of educational services in the war and post-war periods of Ukraine's recovery.

The role of quality assurance in improving the quality of education

Preparing the internal quality assurance system framework is expected to guide and improve educational institutions' quality. Since quality is essential to a university's performance, internal quality assurance must be implemented to maintain and raise the standard of instruction. However, the quality assurance system faces various complex obstacles in its implementation. This study aims to analyze the implementation of the internal quality assurance system in graduate schools. A case study-based qualitative approach was used in this study data collection techniques with interviews, observations, and documentation. The research finds that graduate school programs' internal quality assurance system meets the "good" category demonstrated by the commitment of the institution to increase audit personnel and develop a document system as a means of integration. This study concludes that the institution's internal quality audit so far is an effort to maintain the quality of education that has been going well. In light of the study's conclusion that comprehensive papers assist the Internal Quality Assurance System, it is advised that institutions produce authentic paperwork in the future to support internal quality audits. This research contributes practically to educational institutions to improve the quality of education. Rancang Bangun Sistem Informasi Audit Mutu Internal

Internal quality audits are conducted within the internal quality assurance system (SPMI) of higher education institutions to ensure compliance with SPMI standards and enhance a quality culture. Constraints in implementing internal quality audits include limitations in human resources, time, and costs, as well as the complexity of audit stages and documentation of audit findings. To address these challenges, a website-based information system has been designed using the waterfall method and the Unified Modeling Language (UML) approach, utilizing the PHP framework CodeIgniter and a MySQL database. The system aims to digitize and automate the implementation of internal quality audits to enhance effectiveness and efficiency. Additionally, it facilitates the management and storage of internal quality audit documents. For testing purposes, black-box testing is employed, consisting of 10 different test types. The testing results indicate a 90% success rate, while 10% of the data did not succeed due to the limitation of inputting text HTML.

A Literature Review on Research Opportunities in Ontology Alignment for Quality Standards in Higher Education

Higher education today operates in a globally competitive environment. Competition is increasingly focused on quality. The quality of higher education reflects the relationship of higher education with users. Higher education uses various standards in the internal quality assurance system. It makes improvements in performance, features, suitability, reliability, durability, service, responsiveness, aesthetics, and reputation to support the progress of the quality of its performance. Implementing standards requires excellent effort because it requires quality fulfillment, and the satisfaction of each standard criterion requires internal and external audit processes. Standard alignment is needed for cost efficiency in implementing standards. Standard alignment can be done with ontology alignment technology. However, before applying ontology alignment, each ontology standard is needed. This study aims to explore literature that has implemented ontology and ontology alignment in education. This study aims to find out whether there has been research on the alignment of educational quality standards. The results of this study show that ontology has been applied in education, namely on the topics of curriculum, e-learning, learning assessment, system integration, syllabus, learning style, service, and accreditation. The implementation of ontology alignment has been carried out on the topics of Profile Learning, Learning Design, E-Learning, Curriculum, and System Integration. While the application of ontology or ontology alignment on educational quality standards has yet to be found by research that discusses it, quality standards have been applied to quality management models based on ISO 9000 requirements and software quality standards based on CMMI standards.

Management of quality assurance and development of the quality culture of higher education in Indonesia

This study aims to analyze quality assurance management in the development of quality culture in higher education institutions in Indonesia. This study method is a literature review. The results of the study show that in the quality assurance policies of higher education institutions in Indonesia, there are two quality assurance systems for higher education institutions, namely, the external and internal quality assurance systems. The effectiveness of external and internal quality assurance depends on internal quality assurance management aimed at building a higher education quality culture. Higher education institutions that are managed effectively and efficiently have a high-quality culture. The quality culture of higher education in Indonesia is unique and different from other organizational cultures. This uniqueness can be seen in the quality of academic services, the productivity of scientific work and community service.

SOME ASPECTS OF THE POLICY AND SYSTEM OF INTERNAL QUALITY ASSURANCE OF EDUCATION

Currently, ensuring and improving the quality of education has become a priority and relevant direction in the system of higher education and postgraduate education. In this regard, the internal quality assurance policy and system, as one of the components of the national quality assurance model, plays an incredibly important role in the university's activities. It is a systematic approach to the management, control and continuous improvement of all aspects of university activities, aimed at achieving high standards of education, research, administrative processes and other key functions of the university. Quality assurance within the university has a positive impact on all participants in the educational process, including students, teachers, administrative staff and researchers. This descriptive work provides a brief analysis of the research results that show the importance of the internal quality assurance system of universities in the development of an institutional culture of quality, in continuous improvement and innovation in the field of education. The important and key issues of building the policy and internal quality assurance system of the university are considered. The main aspects of the policy and culture of ensuring the quality of education are disclosed.

Organization of distance learning using the Moodle platform, the Zoom service, and Google digital tools for higher education students of the Aquatic Bioresources and Aquaculture educational programs at Bila Tserkva National Agrarian University

Today, students of higher education study in Ukraine; it is not easy to imagine without information technologies, which are necessary for modern education. Creating a global information space, such technologies penetrate all spheres of human activity, thus becoming an integral part of the educational process. In today's challenges, pandemics, and wars, modern education relies on the informatization of the educational space and distance learning, drawing society's attention to distance learning technologies. During martial law, remote course training in schools and universities makes it possible to receive and continue learning, gain knowledge, and increase training. Using remote platforms to learn educational components is an integral part of the educational process. Training specialists, training, and counseling of higher education seekers in the existing conditions is only possible with modern educational online platforms. The main task is the correct organization of the educational process and for those seeking higher education to successfully acquire the necessary knowledge in specialized disciplines to prepare competent, competitive specialists. Bila Tserkva National Agrarian University applies a distance form of education, which is regulated by regulations (“Regulations on the system of internal quality assurance of education and educational activities at Bila Tserkva National Agrarian University”, “Regulations on the organization of current, semester control and attestation of applicants of professional pre-higher and higher education with the use of distance learning technologies in the regional university center of Bila Tserkva National Agrarian University”, “Regulations on the Moodle learning management system at Bila Tserkva National Agrarian University”). Distance learning in recent years has shown a sufficiently high-quality success rate of higher education applicants and the training of scientific and pedagogical personnel to ensure the educational program Water bioresources and aquaculture at the Bila Tserkva National Agrarian University. Students are provided with electronic versions of manuals, textbooks, lecture courses, and presentations on the Moodle platform and other services. The use of Google digital tools and the Moodle platform, the Zoom service help students of higher education acquire knowledge in their field in an accessible form and comfortable conditions.

Innovation and Practice of Internal Quality Assurance System in Higher Education Institutions ----- Taking Jingzhou Vocational and Technical College as an Example

Continuously improving the internal quality assurance system and promoting the innovative development of higher vocational education is a challenge that every higher vocational institution must solve on the road of diagnosis and improvement. To address the current dilemma of building internal quality assurance systems in higher education institutions, this study utilizes a case study approach. This study takes Jingzhou Vocational and Technical College as the research object for research. Conclusion: The excellent diagnosis and reform model and the effectiveness of diagnosis and reform in this school can provide new strategic ideas for the practice of diagnosis and reform for the high-quality development of higher education in Hubei.
